More information on the new key lines of enquiry (KLOE's) that inspectors will be following in rating care providers.

It should be clearer to providers, more exactly what is expected of them; and what steps (eg. staff re-training) they need to take to ensure a higher rating.

The Commission has announced changes to the way it will regulate care providers across the board. New 'provider handbooks' have been published to help with compliance.

One of the major changes is the use of multiple sources of evidence in judging the quality and safety of care provided.

- mismanagement of complaints
- professional, personal, and financial loss.

Hillcroft-Throstle Grove Report


In its report into events at the Hillcroft-Throstle Grove care home in Lancaster, the Commission found the service to have failed to comply with:

  • safeguarding              (major impact)
  • supporting staff          (minor impact)
  • assessing and monitoring the quality of service provision    (moderate impact).


The commission lists in the lessons to be learned from this appalling case, that:

"Wider inclusion of family and friends views about a service ... would provide a more accurate reflection on whether the home is providing safe, effective, compassionate high quality care."
