An independent review by the Barker Commission (set up by the King’s Fund think tank) has said that social care systems and the NHS should be merged.

The commission has published guidance on how the 162 NHS trusts can meet the government's new "duty of candour", and on how to ensure they employ suitable directors.

Hillcroft-Throstle Grove Report


In its report into events at the Hillcroft-Throstle Grove care home in Lancaster, the Commission found the service to have failed to comply with:

  • safeguarding              (major impact)
  • supporting staff          (minor impact)
  • assessing and monitoring the quality of service provision    (moderate impact).


The commission lists in the lessons to be learned from this appalling case, that:

"Wider inclusion of family and friends views about a service ... would provide a more accurate reflection on whether the home is providing safe, effective, compassionate high quality care."
